Our management team guides the strategic direction of the company. Our leaders have decades of experience in their respective fields and professional roles, and are highly respected in the intelligence community, Department of Defense, and federal civilian agencies, as well as among their peers.
David Steiner, President, has been with NJVC for over 12 years. Prior to joining NJVC, he worked for BAE Systems for 23 years, starting in San Diego and moving to Virginia to support a large NGA contract. He became the NJVC VP of Operations in May 2020 and prior to that held several leadership positions in the company. Highlights include Director of Travel and Deployment where he established many of the travel and deployment policies still in use today. He later became the Director of Support Services, responsible for the company’s facilities and continuity of operations and safety. He then moved into Program Management as a portfolio manager, supporting several projects and program managers on a large NGA Program.
As a native of Philadelphia, he can be found in the fall rooting for his favorite football team and looks forward to at least one weekend trip to a game at the Linc to join his other calm, quiet, well behaved fans at an Eagles game, enjoying the culinary experience of hoagies and cheese steaks (wif of course). He also enjoys cooking and traveling with his wife.
Josh Hicks joined NJVC as a temp in December 2004, was officially hired as an NJVC employee in 2005, and has spent the past 15+ years working his way up the Corporate ladder. As the Vice President of Business Services, Mr. Hicks oversees the cross-functional team responsible for developing and managing the annual corporate budget, providing financial oversight and back-office support to the program managers and all associated programs/contracts, and developing solutions and applications to meet the needs of the business. Josh brings a diverse background to this role, having spent multiple years within both the finance and business services organizations as well as serving as the Business Operations Manager in the Program Management Office on one of the largest-ever DOD/IC IT Services Contracts. When he’s able to get away from the office, Mr. Hicks enjoys traveling, fishing, surfing, and trading stocks.
Curt Herrick is the NJVC Director of Business Development and is responsible for leading the corporate strategy and partnerships to drive NJVC’s growth. Mr. Herrick began his time at NJVC as a Program and Portfolio Manager. He has over 25 years of experience leading the delivery of IT and Professional Services for both the Commercial and Federal Sectors.
After graduating from West Point, Curt served eight years in the U.S. Army. He then went on to be an Operations Director for IT Field Services in the Commercial Sector. In the Federal sector, Curt served in roles as Director of Operations and Business Development, enabling the mission success of Defense, Intelligence, Civilian and Homeland Security customers.
Curt has a Master of Science in Management from the Stevens Institute of Technology, a Bachelor of Science from West Point and is a certified PMP and ITIL Expert.

NJVC maintains an active corporate presence in the National Capital Region at our headquarters in Chantilly, Virginia (near Dulles Airport), and in the St. Louis metropolitan area. NJVC also provides staff to dozens of customer sites around the globe, and smaller offices elsewhere in the United States.
NJVC headquarters is located in Chantilly, Virginia, just off of Route 28. Our campus is easily accessible by car from nearby Washington, D.C. (via Route 66 and the Dulles Toll Road/Route 267), and is just minutes south of Dulles International Airport.
NJVC’s St. Louis regional headquarters is located in the heart of downtown St. Louis at 1010 Market Street.
NJVC’s Center for Technology Integration is located in O’Fallon, Illinois, off of Lakepoint Center Drive, about 30 miles outside of St. Louis. It is accessible by car (via East Highway 50) and air transportation (Lambert – St. Louis International Airport).
